Halal Certification; Halal Industry; ConsumersAbstract
This study aims to analyze the implementation of the national halal certification policy and its implications for Micro, Small, and Medium Enterprises (UMKM) in Tasikmalaya. This study specifically examines the level of understanding of the procedures, challenges faced, and the impact of certification on the development of the local halal industry among business actors. This study uses a descriptive qualitative methodology, with primary data collected through direct observation and interviews with UMKM supported by secondary data from literature studies. The results indicate that halal certification has positive strategic impacts, such as increased consumer trust, expanded market access, and improved production management standards. However, its implementation at the local level faces several significant obstacles, including UMKM low technical understanding of the Halal Product Assurance System (SJPH), perceived burdensome costs, administrative complexity, and lack of coordination between supporting institutions. In conclusion, while halal certification has significant potential to increase the competitiveness of UMKM and strengthen the regional halal ecosystem, its success depends heavily on overcoming these obstacles through more intensive outreach, technical assistance, and process simplification for business actors.
