This research aims to examine the concept of leader selection from an Islamic perspective and its relevance to the practice of modern democratic systems. In the Qur'an, leadership is a task that must be carried out based on the principles of deliberation, justice, responsibility, and prioritizing the public interest. However, these principles have not been conceptualized explicitly and practically, leaving room for a technical and mechanical formulation of a system that can adapt to current developments. This research uses a qualitative, literature-based method with a thematic approach. This involves collecting Qur'anic verses that examine leadership principles and then analyzing them comprehensively to identify the basic concept of leader selection from a Qur'anic perspective. The results show that the Qur'an contains principles concerning the mechanism for selecting ideal leaders, such as deliberation, justice, trustworthiness, competence, and the principle of upholding the values of justice. These principles are relevant to democratic values in modern governance systems, such as active participation, freedom of expression, justice, and accountability. The implication is that this research can contribute to enriching the discourse on the relationship between Islamic teachings and democratic practices in the context of modern leadership.
